Do Black/UV lights supply vitamin D3?

I recently moved from California to Washington, where there is usually about an hour of completely exposed sunshine everyday. I went to the doctor and they said that I have a vitamin D deficiency. So I thought, okay, well I'll just drink some more milk. However, after some research, I found that dairy products such as milk and cheese actually have vitamin D2, which is not what I need. Anyways, I was just wondering if something like a black light would do the trick since it caries UV rays, which are what have the vitamin D3. Thanks!
