Question for Harry Potter fans?

The Snatchers were the lowest of his followers. There is his inner circle - Lucious and Snape etc, who are branded with the Dark Mark. Then people like Greybeck and Draco's friends Crabbe and Goyle (not their parents) who follow him yet he doesn't trust/like particually. And then there are the Snatchers. They are not considered Death Eaters (though technically speaking the previous two would other than Greybeck as werewolves are not allowed), as most of them are not highly skilled. The highly skilled/ranking Snatchers could later become Death Eaters.
