I need a lawyer, help!?

I have been back and forth with my insurance company, regarding a claim for vehicle theft. I pressed charges on the kid who stole it, but my insurance company is putting me in danger by not fixing the things that are from the theft, even after the deductible has been paid. These people are SO negligent, they never return my calls, leave me wondering what's going on...this is the least of it. Now, I'm fearing for my safety because my brakes are the major thing that are messed up, because the kid went off roading with my car, and drove over a bunch of crap. It is getting colder in NY, and it has snowed already. If I get in an accident, I'm really going to be screwed. HELP! I am in college, this company is based out of Scranton, PA, and I live in NY, and It is hard for me to afford an attorney, so I was thinking of going about small claims,...which I have no idea how to do. Basically, I want to sue them for negligence, putting me in danger, my car not getting fully fixed for what was damaged, not meeting the needs I pay for on a monthly basis, and putting me through absolute HELL since August 15th!!!
